Harbor Seal pups 2007 : Harbor Seals and pups at La Jolla's Children's Pool. The sea wall that created the La Jolla Children's Pool was constructed in 1931, funded by a grant from Ellen Browning Scripps (1836-1932) which specified it would be a sheltered swimming area for the (human?) children of San Diego.

But in recent years it has been occupied by a colony harbor seals, which are protected by the federal Marine Mammal Protection Act (1972). The seal population has grown from about a dozen animals to between 160 and 200. The Children's Pool was constructed on Casa Beach, and word has it that the seals were there first, and now making a comeback.

People approaching too close on the beach during the pupping season can scare the mother seals and cause them to abandon their pups. While the seals rarely if ever bite, the accumulation of seal poop is dangerous for humans. The county's Environmental Health Department closed the beach to the public in 1997 because of the fecal contamination caused by the seals.

A battle rages over whether The Children's Pool is for people (as per the grant which created the sea wall) , seals (as per the Marine Mammal Protection Act), or dual use.
